Livin' Large in Tomsk: The Dom za Rubl Project's 10-Year Anniversary and More

Get ready, Tomsk! The city's bigwigs have announced the release of a photo album commemorating the Dom za Rubl project's 10th anniversary. Over a decade, Tomsk restored 14 homes and handed out 64 property rentals. Dmitriy Maheim, the city's mayor, shared these figures in a 2024 activity report, according to RIA Tomsk.

Previously, it was reported that 63 properties leased through the Dom za Rubl program were still in Tomsk by the end of 2024. In 2025, the authorities planned to propose investing in 21 properties, including homes at Shishkov 27, Bakunina 5v, Maxim Gorky 11, and Sovietskaia 8v.

"Next year marks the 10-year anniversary of the Dom za Rubl project. We've got plans to publish a photo album showcasing restored homes and project participants. We're rightfully proud of this project and promise to continue its growth," Maheim stated.

He added that 2024 saw investors complete the restoration of seven homes.

Lights, Camera, Renovation: Highlighting Tomsk's Dom za Rubl Homes

So, what's the deal with Dom za Rubl? Since 2016, Tomsk has beenhosting the Dom za Rubl project, which allows investors to fix up old homes for their own use and get tax breaks on rental fees. After drafting the project's blueprints, the rental fee for using the property gets slashed to 10%. Once the restoration work is finished, the fee goes down to 1 ruble per home. The contract term for the reduced rental fee is 49 years.

Discounts apply not only to the property, but also to the leased plot of land it's situated on. From the contract's signing, investors get a reduced rental fee of 0.1% of the market rate for two years. After the project is drafted, this discount is extended for four more years, and once the restoration work is completed, the discount remains in effect for the entire rental period (49 years).
