The regional operator, SuperOmsk, has stated in their press service that parking near trash bins could lead to fines for drivers and delays in trash collection for multiple buildings.
"In the Omsk region, there's a critical regulatory act governing the handling of solid municipal waste (Municipal Solid Waste, or MSW). MinpriRO Omsk's Decree No 11, issued on February 14, 2020, and amended on March 17, 2023, sets rules for MSW accumulation, including separate collection. One of the key provisions of the document states that apartment management companies must ensure access to waste containers and assist the regional operator in their removal. This is crucial for maintaining cleanliness and order in courtyards.
At the regional level, changes have been made to the Omsk Code, allowing for fines for rule breakers. This provides management companies with added tools to deal with offenders.
It's worth noting that removing waste from containerized collection sites takes between 5 to 10 minutes. Given this timeframe, garbage truck routes are planned, and the necessary equipment is factored into tariffs.
Garbage truck drivers cannot waste time on traffic warden calls, phone calls to management companies, or searching for car owners at each address. This would lead to delays in trash collection from dozens of other buildings, which is unacceptable", they said in the company.
In "Magnet," it was noted that when a photo evidence shows the inability to collect trash due to parked vehicles, the quality control service is activated, which contacts the management company to take further action.
